Negative Balance Fix

Feature Request
When a vendor has a negative balance it would be great if we could draft their paypal account or something and it record that the balance is back to zero. Currently our plan is to send them an invoice but we don't see a way to even manually issue a recording to the account balance.

    Payout Adjustments capability is now available in the Payouts V2 to allow for this. However, do note that we are unable to withdraw funds from a PayPal account back.
